Yes, it is. Listen to The Hyperion Machine while you're at it.

Sadly they didn't get to release a full album with that sound, just a few singles, however, the band before Oto-Oni by the vocalist (called Pink Opaque, where he played bass) have the same kind of sound.
If this thread is still here later, I'll upload the Pink Opaque discography (which is just an EP and a few demos/singles) and my rip of the only Oto-Oni full album (which is metal, but still has a lot of folk elements).

I want to mix neofolk, dungeon synth and dark ambient together.

The dark ambient stuff is going well and I know what I want to do with the dungeon synth, but when it comes to writing neofolk tunes I don't know where to start. I seem to be far better at creating atmospheres in music than conventional song writing.

You might be able to find some more stuff by them from some blog with uploads (if there's any still alive) or soulseek.
At the moment I don't have more Oto-Oni, but they've got a bunch of singles, including the later releases (when they were just the vocalist and guitarist), but those are harder to find. I used to have their full disco but lost them when my HDD crashed.
