It depends. The bare minimum is usually reverb and slowing it down, and that's it. Leave it, done. Some vaporwave, however, cuts up songs and uses SECTIONS to make the new vaporwave track. Examples include the famous リサフランク420 / 現代のコンピュ and Enjoy Yourself.
Still others put much more effort into their work, such as Eccojams, which often creates entirely new music with the sampling. For instance, Eccojams A4: youtu.be
This sounds NOTHING like a slowed down version of Michael Jackson's Morphine. I had NO idea that was the song used in it until I listened to the album a few times.
So it really depends, some are simply slowed down and reverbed, and some have more effort put into them.

It draws from several different styles, and if there was a sampled song for the main piano riff, I don't know what it is. I suppose you could say it is somewhat simple, with the whole song pretty much centered around that riff, but it seems okay as a whole.
