The issue arises when there is a compromise of discipline from the cadets. All the academies are completely led by school cadre instead of cadet leadership, and they don't have the ability to immediately punish with pt for things done wrong.
The senior military colleges are almost all the same way. At Texas a&m I can't tell a fish to do pt in his hole, can't tell fats that they're fat, can't use pt as punishment outside of certain times on certain days
