He said that the STOVL requirement introduced by the Marines severely complicated the entire project and it was a major reason why there were so many delays. Of course, he didn't directly say it like that, but he heavily implied it.

These aircraft are only going to the Netherlands to do some testing. They're not staying there. The specific aspect that they are testing is the sound. The F-35 has a more powerful engine than the F-16 and they are concerned that it may cause additional noise for the people who live in the area. So, the entire point of the testing is just to do some flying and then see if the locals complain about noise. That's literally it lol.
