The death penalty is a good thing and should be applied to any criminal beyond saving (ie; all those serving life sentences).
To prove your point, you could start by calculating the savings we would be making (average cost of a prisoner serving life, cost of an execution).
You could also argue that this will make prisons safer (find stats of criminal acts done by prisoners serving life sentences) for those who actually have a chance of being rehabilitated.
You could then go on with how these savings could be invested in actually reforming those who will come out of prison. Look at the budgets and how they are distributed, look at what is being done around the world, reallocate the money "saved" by the executions towards more effective/important activities.

and it also takes forever to actually send an inmate to death. they can make a few appeals and each one can take up years.
it adds up to millions of dollars wasted.

If you look up the AoC for Japan it says it's 13, though I heard it is 13 in Tokyo and one other city with 18 being across the board. Though it could mean that the AoC cannot be lowered past 13

My only issue with using the death penalty is that I know a lot of death row inmates end up being found innocent because it turns out there wasnt enough accurate evidence when they were sentenced. Hell, I just signed a petition to help some death row inmate out a few weeks ago.

Maybe what we should change are the requirements to actually sentence someone to die. Death penalty is not inherently bad because it's being used badly.
Death penalty usage should be expanded and number of appeals and review mechanisms should be reduced to reduce cost to the public. Crimes for which death penalty should be applied to include all premeditated murder, any second conviction for rape (not statutory) and any second conviction for trafficking more than 10 kilos of illegal narcotics not marijuana (drug lords and high level traffickers). You will find a ton of statistics on recidivism online. You will find that statistically, rapists are almost certain to have multiple victims, thus the second conviction demonstrates proof that rehabilitation is unlikely to succeed. Ditto for high and middle level drug traffickers. Premeditated murder is not easy to prove, and the death penalty need not be sought in cases of doubt. The prosecutor has the privilege of determining when is will be sought, and usually only does so in slam dunk cases. This provides a protection against mistaken executions. It's not perfect, but it's damn good.
