You can't just not testify if you're called. If you refuse, you get hit with contempt charges. It is uncertain if the president can pardon those because contempt of court is basically served at the discretion of the judge.

It would be outrageous, but I don't see how it is impeachable to exercise a power explicitly given by the Constitution.

Being outrageous is not an impeachable offense, or he would already have been impeached; he is often outrageous.

Note that the Constitution explicitly gives Congress the power to impeach the president, and complete leeway in interpreting whether the president's actions are wrong or not.
