A truly Marxist environment with some modifications would be optimal for art. Capitalism only breeds art for the sake of profit, and due to its profit based motives, will always be a more close minded environment that only opens its mind for the sake of profit. The Marxism-Leninism of Communism/Socialist States is perhaps even worse due to the authoritarian dictatorship that enables mind to often be even more closed off to new ideas, but can also create an environment of oppression that often brings amazing results in art (Stravinsky, Shostakovich.) There's a reason why many nascent versions of some of the greatest artistic scenes had an almost Marxist like approach to them, look at the example of the Summer Of Love which first started off as a peaceful open minded environment where ideas were tested in a relatively safe way with everything enforced Marxist style. But then when it got infested with people with a far more capitalistic belief style due to its popularity, horrible things like drug dealers and forced prostitution came about.

I do feel that there's a minor issue with socialism - namely, humans are very much driven by competition. Socialism pretty much cuts off all competition, while capitalism thrives on it. I also feel capitalism leans itself towards a higher freedom of expression of everything but the highest levels. Then again, I'man agorist; I may be horribly horribly wrong.
