Honestly, just off the Athens scene or the Atlanta Southern Rap scene, Georgia would have a pretty good claim; having Ray Charles, Otis Redding and James Brown basically makes them overtake nearly everyone.

The one thing that makes them stand out from North Carolina which could have had a claim, what with a surprising amount of great musicians being from there, is that the college rock scene in Georgia manages to be great, while North Carolina's is merely good.

Illinois, New York and California could have a claim, but while they have really high points, they also have really low lows. Georgia is pretty much steady.

On my RYM, Seattle ranks 5th in cities, behind NYC, LA, DC, and San Francisco. So I guess that means for me, Washington falls behind New York, California, and DC (if you count it).

I'd say the only real rival you might have is Georgia, because they can keep up with Motown. That said, Illinois, NY and California can keep up, but it's not a guarantee.
