Notre Dame isn't a city, it's usually the name of Cathedral (Notre Dame de Paris, Notre Dame de Reims)
Province is the generic term to everything that isn't Paris (as France is really centralized). Not to be confused with Provence which is the the Arean in south eastern France, around Marseille
