Not even close, it is among the weaker full-lengths and even releases in the catalog. Better releases include Music bla-de-bla of course, Twoism, In A Beautiful Place Out in the Country, and Tomorrow's Harvest. even Hi Scores and Trans-Canada Highway achieve more with single exclusive tracks (nlogax, under the coke sign) than occurs over the entirety of Campfire Headphase.

TCH has Slow This Bird Down and Dayvan Cowboy and like two other great songs, but overall a same-y album. It's their comfiest but not their best that's Geogaddi followed by Tomorrows Harvest

And while we are stating dumb comparisons, saying Kraftwerk is the best electronic album is like saying the Arcade Mario Bros is the best videogame. Just because it was one of the earliest popular releases with a lot of influence doesn't make it good, especially decades later. I respect Kraftwerk for what they did, but come the fuck on.
Anyway, my answer is this.
As much as i love STH i disagree, SS is a masterpiece from start to finish.
SS is consistent but I think Habitual reaches greater heights and I just like the sound more
