Except the victim actually did follow instructions, MULTIPLE TIMES. When your life is being threatened (the cop blatantly made it clear that he could kill the man multiple times in the video, even though there was no escalation of resistance from the victim), you naturally would go into panic mode. Victim was inebriated, but he clearly was afraid for his life.
This was an inexcusable use of force and training that led to the death of an innocent man, plain and simple.
