At 4:48 his hands go behind his back which causes the officers to freak at him. They told him specifically to not put his hands behind or on the small of his back. He was warned if he did so again he would be shot. he said he understood. Freeze it at 4:22 and you can clearly see his hands have gone behind is back once again.

The entire time, the officers made everything very clear. They gave him 3 warnings and he wasted every single one of them. He should have just crawled forward.

They stopped the woman as well even though they were looking for a man armed with a rifle. What logical reason is there to be 100% certain that a man with a rifle doesn't have a handgun tucked away?

He had every reason to believe he was there to potentially kill somebody, not just make a peaceful arrest. It's very common for people have more than one gun when they decide to go on a shooting spree, and that's what they told him he was walking into.

I can't tell if you don't know what "psychopath" really means, or if you're just grossly overestimating how much a person actually thinks in a situation like that. The officers were tripping all over each other verbally, and they did a piss poor job of de-escalating the situation, but he's not a fucking killer just because he did exactly what his training told him to do.
