It's called near field communication technology, my phone has NFC aswell. For example if i put my phone against another phone with NFC, i can transfer files such as images, contacts, Google agenda appointments, that sort of stuff.
I figure that's what that device you have does aswell.

You can get cheap javacards or Yubikey neo and use them as hardware tokens to unlock some features on the machine it's plugged to.

The platform doesn't really matter as long as a there's a PCSC service running.
Yes they are, but some systems still use them as "authentication" token...
