The FCC is part of the executive branch. The executive branch can’t make laws the way congress can b/c Constitution, it can only carry out what congress says it can do. Because shit is more complicated now than in ye old times, congress gives most agencies a lot of headroom to make choices about how they regulate different shit. Congress knows it can’t (for example) pass really complicated environmental regulations, because they don’t know enough about biochemistry. Same with telecom.

ISP's will be able to block/throttle whatever they want whenever they want. 3/4 of Americans have access to only one ISP, so there is no "competition will drive this out" argument. NN implements no imposing regulations on ISP's, it just says you cannot discriminate against any of the data your users want to connect to. The one and only reason for repealing it is allowing ISP's to throttle or block content. We could assume they don't plan to abuse this, but why would they spend millions lobbying to get it repealed if they planned to stay true to NN ideals anyways?
