Some groups of people have genes that make them more prone to illegal behavior, just as some groups of people have genes that make them more prone to poor concentration. Doesn't mean people prone to crime can't be lawful just as it doesn't mean people prone to poor concentration can never concentrate.

What most people don't get is that laws in general are always made to benefit one race over another. For example if the early Americans passed a law that prohibits bows and arrows, someone might have looked at the stats and said "Wow is there a genetic link between natives and criminal behavior?" It's such a narrow way to see the world that if anyone is even looking for numbers to confirm these biases in the first place it shows they're just trying to justify how prejudice they really are.

If you want to go beyond the simple concept of "law" then culture should get a look in. Muslim women wear Burqas as a symbol of ownership by one male (father or husband) so that other males know not to fraternize and potentially despoil her value to her current owner.
Why do cultures exist and perpetuate themselves? Is it not possible that they come into fruition to deal with genetic predispositions? Can't hundreds of thousands of years of seperate development in different conditions, to the point where people are visibly different, not have an affect beyond skin colour or bone structure?
