Probably just because the most commercial holiday is Christmas, and if you make Christmas music specifically you have to compete with every toy, gadget coming at Christmas. And not just that Christmas, but EVERY Christmas thereafter.

Do many people even buy holiday music?

Because serious artists know that it's a bad idea to make music that's only appropriate for, at most, one month out of a year instead of making a song you can play any time of year without it seeming out of place.
