Actually the military chooses smarter people than you think, the marines have the stereotype of being dumb, but I think they can be more picky because they have less people.

The ASVAB effectively prevents anyone more than one standard deviation below average intelligence from joining the military. The US military was the earliest institution to use IQ tests to screen applicants. The ASVAB still functions as a de facto IQ test, and it's cutoff score for admittance is what keeps everyone above below the low 30's percentile from joining.

most jobs require at least a 50, which means one in two people who have ever taken the asvab aren't smart enough to do them, combined with the stringent physical and medical requirements, very few people are actually qualified to do anything in the military besides sweep the floors
