so far refreshing IP hasn't worked so idk what to do
any ideas on how to get around this?

Renewing ip via cmd wont help you unless its on the router. Otherwise you'll only change your internal ip.
Did you log into the webinterface of your browser? Do you get a static IP from your ISP?
Renewing the ip from there might be worth a try since you dont know how long your isp will wait for your router to come back after you simply reset him.

Try turning off your internet - including your router for 24 hours - that should get you a new IP - check when you repower up. Or Get a VPN (HTTP VPN) and retry. I bet that would work. HW bans would be on Mac address which can be manipulated (with difficulty)

Because you can hit F12 and inspect the network requests. RTC uses a handshake for websockets, pic related. Where did you read that it doesn't know your MAC? I'm not 100% sure either, that's why I said "can be visible".

I cleared all history, cache, etc on chrome, went to the site and it served me the old files. Only after clearing cache, closing chrome, clearing device memory did I get actual updated files from the server and sometimes even that didn't help.

There is no technical way to identify you via "hardware" on the internet. Most likely it's combination of:

- local/session storage data

There is no technical way for any website to know your mac address or other hardware identifiers.
It really comes to how you have cleared chrome. You have probably missed a step or did something wrong. Also, pro tip, use incognito mode for this tasks (faster, easier and more convenient)

on what server were you deploying your stuff? another alternative is the actual server or something in between was caching the file (like a load balancer or a CDN)
Yeah I was a noobie before, now I use incognito. I don't really see what I did wrong if there's just one step of clicking the clear cache button. And closing all tabs beforehand that have the site currently up I guess.

Hardware bans are not based on MAC addresses. Viola server would not see his MAC address they see the MAC address of the last router to pass them packets.
