I dunno David Morrissey and JDM are both husbando tier but honestly Governor was an improvement over comics Governor but Negan on the show is just a downgrade from comics Negan. He can't go full on comic relief levels of over the top edgey because muh American television, and that really is his entire character and traits.

Negan seems much more intimidating to me. The Governor was smart but arrogant and had personal demons which affected his judgment. Negan, so far, looks to be extremely dangerous but completely rational. It took him about 5 minutes to turn Rick into his bottom bitch.

He was funnier than he was in issue 100 by a longshot. He can't say fuck but he more than makes up for it. There's nothing that happens in the comic that's too edgy for tv with Negan besides the f word.

The Governor was awful and resided over the most boring, directionless period of The Walking Dead. Any interesting ideas they seemed to be setting up when he was introduced all got thrown out of the window for a random evil dude with no clear motive who just does evil things! Look how evil he is!
