So Syrian Government has struck a deal with Ajnad al-Sham fighters in Mu’adhimiyah Al-Sham (near Darayya, West Ghouta) 700 fighters will be (presumably disarmed and) transported to Idlib as per their request.
In exchange control of Mu'adhimiyah al-Sham is given back to the Syrian government. The Syrian flag has already been raised over the local government building
This will be a demoralizing blow to the remaining fighters in Darayya, along with the slow but steady SAA gains in southern Darayya

They have done this kind of deals before, even with ISIS. They get transported alongisde their families, so bombing them would be a war crime. Its better for the government to close some pockets and release their garrisons than letting the rebels fight to the last man.

The government is surrounding many rebel enclaves across the country and most of them have been fortified for many years making invasions very costly. Not to mention that since the rebels there have nowhere to escape, they will fight to the end. Kill them during transport and no other rebel group will make a deal to exit such an enclave ever again.
