So you need to build specific female prisons and because there's so few of them, you need to bring criminals for all over the country. Do you really need to send a female convict 3000km from her home for a 2 months incarceration ? No.

That's why many countries don't bother putting female in prison except for major crimes. In France, you can realisticaly expect to avoid prison if you're a female unless it's an over 5 years sentence. Female prisons only accept murderers, 95% of it killing their own children or husband.
