Depends what you mean by weeb.
China and Korea are the top consumers of anime/manga by a huge margin but the populace are very good at drawing a line between consuming their media and liking the country cause of shit like warcrimes and island disputes.
I would say US but a lot of people here still have granddaddies that fought in WW2, so probably some european country.
