"Accepted Celtic countries" would be a better description, but that excludes Galicia, and includes the whole of Scotland.

It's a shit map, and not consistent - some of France is highlighted, yet only Cornwall and Devon in England, when there remained Celtic Kingdoms in Cumbria long after the Franks conquered Gaul.

Also, this. The only areas of large Germanic admixture are York, Orkney and Shetland. (from Vikings). Even Essex and Kent remain largely Celtic, despite being the sites of major Anglo-Saxon settlement.

The Norman and Roman invasions have left barely any noticeable change on the genetics of England.

If the map was based on culture, it would be fair to exclude England outside Cornwall, but it's apparently not.

I don't know about culture - England is clearly more culturally similar to Wales, Scotland and Ireland than any of them are to Brittany.

English folk music seems almost assuredly Celtic.

That was the conventional historical wisdom - I'm not aware of any genetic tests that have shown this.
