You seem to be badly educated on the reality, of the difference between Absolute Monarchy, and Constitutional Monarchy.

An absolute monarch, one that rules "as ordained by god" (or whatever claim) could set the laws as they please. However, there are less than half a dozen worldwide - Vatican City, Brunei, Swaziland, Saudi Arabia and Oman.

Every other monarchy in the world is a Constitutional monarchy. the monarch's power is only exercised as a rubber-stamping of an elected government's parliament/senate laws. If, for example the queen of england tried to enact laws, she could be tried for treason. Her ancestor, Charles I, was, and lost his head for it.
