it was surprisingly good, with the caveat that it's basically "Bureaucrats bicker and organize committees to respond to an unexpected crisis: the Motion Picture". the government meeting scenes that take up 90% of the movie's runtime are well done and do a good job of showing how paralyzed the government would be if something like this happened irl, both due to their convoluted organization and the perverse incentives driving the decisions. the scene where the prime minister asses up a chance to take out Godzilla while the creature is still young and vulnerable because he's scared shitless of the political fallout that would happen if a civilian got hit in the crossfire was a good example of how politicians think and how it can prove disastrous in crisis situations
