why yes, when we're talking about infrastructure projects that will cost billions of dollars to change and cause massive inconvenience to the city as ithey're upgraded, the situation isn't at all like cars

the iteration rate on infrastructure is inherently slower than almost any other area or engineering simply due to scope and the level of integration

When some members (let's say 23 of them, which actually doesn't include your country) don't pay their 2%, the gap has to be made up somewhere.

A defense pact is not credible when most of the members don't pay anything into the system. It's called the tragedy of the commons. We tolerated it when Europe was weak, but now the EU economy collectively is about as large as ours (before Brexit) with ~550 million people. You can afford to pay now. It's not 1949.

Public transportation has never been practical in the US because the country is too fucking big and spread out, nimrod. There are some cultural issues as well such as how cars=individuality and independence to Americans, but mainly it's practical reasons.
