His albums from the 60's, Blood on the Tracks, Desire, Time Out of Mind, "Love and Theft" and Tempest are the exact opposite of that. What you're referring to are albums like Saved, Shot of Love and Empire Burlesque.

His voice is well suited to the lyrics. He brings a sardonic sneer and a prophetic judgment to his darker stuff, and a weary but on-point romanticism to his sweeter stuff. Attempts to sing his songs in a purer voice tend to discard that angry, judgmental, or weary well-traveled romantic component. Dylan songs (early Dylan, at least) are supposed to sound like you're being lectured to, or judged, or romanced by a beatnik wanderer.
