By theorists, generally they are. Not underused, but underrated in their effectiveness.
In choral and jazz music, if you're going to leave a chord incomplete, 99% of the time its the fifth you drop, and I've heard theory professors flat out say that fifths are unimportant and emotionally empty. which I don't agree with at all.
