cause he is usually paired of with a shit character (Kira... Luxiana )
or paired off with a much more interesting character (Quark ... etc...)

I really wonder if they planned for Odo's people to be their greatest enemy, or if it's just something they came up with later...

Apparently several of the writers had considered the idea privately, but were afraid it was too silly to actually suggest. It wasn't until after the second season that Piller brought it up in a writer's meeting.
