Arabic. It has lots of different styles. See the words بسم الله الرحمن الرحيم "in the name of God, the most gracious, the most merciful"? The same phrase is written on your pic. If you wish I could highlight the separate words.

I had to choose different colors for clarity (though I may have failed). Note that black stroke which I left uncolored - in these figures some strokes are just decorative and used to finish the composition.
Plus shaddas ـّ and dagger alifs ـٰ which denote the consonant/vowel length respectively are all over the place too. But it's not like they will give useful clues in reading this.
