After some google searches and some reading I'm pretty sure プニャっとした is basically プニャ from the 7/11 もちぷにゃ and とする meaning "look/feel," but why is する in した form? Why not just use non-past form?
Yes, that's the absolute bare minimum. You'll likely have to pay at least two months worth of rent up front, plus one more until you get your first paycheck. That alone will take a decent chunk of your money. Then there are utilities, transportation, food, phone, etc. I'd recommend double that to be on the safe side.

the way you see law is outdated, law was like you describe until the nuremberg trials, nazis went to trials sure they would be absolved since those same nazis wrote the laws of germany for the time the crimes were commited and they way they acted was according to the laws at that time but during and after the nuremberg trials the concept of law changed, it was not longer a compilation of precepts only but it became a compilation of precepts based on values and human rights
