Me and a co-worker was talking about Monaco today.
I thought they had FP on thursdays because they wanted the city open on fridays
But we saw the F2 race was on friday... so why do they FP on thursdays in Monaco?

They are just waiting for Force India to fail. Then they'll buy that, give them Ferrari engines and rebrand it Alfa Romeo.
Setting a team up from scratch is simply too big of a cost, especially when the aspiration of that team is to basically be a junior programme. My guess is they had their eyes on Manor and Sauber as well but probably deemed those two to not be worth the effort. Sauber is now distancing themselves from Ferrari as well despite being pretty close to them on an on-off basis for a good part of their existence as a team.
Also would it even really boost Alfa sales that much to have them be a blatant junior team with inexperienced drivers who may or may not do well? Also you can buy your way into the FDA anyway so its not like it's an entirely legitimate thing. Giovinazzi made it there because of a good GP2 season and because he's Italian and has Ferrari connections. I don't know if anyone else is there without paying a lot from it.
I wonder what Leclerc's backing is like? Sure he is talented but would he really be driving Prema and constantly in top teams for his entire career if he didn't have some sort of financial support?
