In theory, it's supposed to incentivize good service at restaurants. In practice, it's a way for employers to pay their wait staff below minimum wage.
I will say this though - if you're really good at getting tips, then it works out because you're probably making way more than minimum wage anyway. I knew a girl who, after calculating her average tips, was making around $25/hour.
