Don Ramón is a legitimately great character and there were some pretty funny episodes throughout. Most of what can be said from other Mexican comedies, even ones from Chespirito.

Chavo del 8 is a classic comedy. It's humor is as timeless as Looney Tunes or Tom & Jerry.
Mexicans are absolute dogshit at making modern television. I think it's a testament to the status quo of Mexican culture. If you watch movies made in the 1950s-60s though you get some real gems. The Valdez brothers, someone who Ramon Valdez, or Don Ramon was part of, were key in developing spanish language comedy.
Fucking Cantinflas and Pedro Infantes, it's lowest common denominator that drives MExican media now and it's sickening.

I'm mexican and this show is not really that good, chespirito is just a fucking hack and the only thing that was good in that show was Don Ramon and probably La bruja del 71
As a writer, Chespirito shines in his adaptations of classic tales. Often done in a Chapulín Colorado chapter where he tells the character that summons him the tale. Yes, the wordplay is awesome, he can be quite an accomplished writer when he set his mind up to it.
El Chavo was mostly about gags and stuff, the writing was weak as hell, but it was supposed to be that way. At the end of the day the important in Chavo's chapters was the kids screwing up Don Ramón's life, that's why when he left the show became shit; it was all about him.
Why does it matter if you're mexican? I used to watch either cartoon and we laughed our heads off, and we watch Chavo and we laugh our heads off. The humor is simple and light, it's almost cartoon-ish. It's clearly a classic, and I think while you can definitely argue against it's overall quality you can't deny the fact it has a cult status

It is timeless because it was enjoyed by many generations, and might be in the future. Whether if you like it or not is irrelevant. El Chavo is supposed to be the same all the time. It's about adults letting go and acting like brats, it's about Don Ramón's shitty middle class life. Even still, those few chapters where they break the routine and explore other ideas are priceless and instant classics, such as the ratero one, the Acapulco one, the Buena Vecindad fest, etc.
What was that one spanish show about the students in school and they would always make jokes. I saw the same skit recently in a movie and remembered it.
