How safe/shitty is TOR nowadays? The opinions seems to vary a lot. Some say it's a golden honey pot for the feds whenever you connect. Other says it's fine as long as you just browse and don't share stuff, enable scripts, addons ect ect.

Personally I've looked up plenty of fucked up shit for many years without any issues.
I heard that in a court case that just having TOR is reason enough to be suspected of something.
I have it downloaded, never used it yet though. Confused as to how I should use the VPN. or if I still even need one.

Feds can't track it, only your IP can. It was originally made by the government for spies to use so they wouldn't be traced, so why the fuck would the government make an internet browser that is easy for them to track?
It also has to be publicly available or else a website will know when a government agent in on their site by noticing they are using tor, so people doing shady things online is just an accepted consequence for themselves doing secret stuff.
