Your question is two parter- it'll take you about a year to get reasonable muscle mass
Depending where you're starting from and how disciplined you are it'll take you about 1-4 months to lose the excess weight you put on building that muscle

At 55kg you don't have to worry about losing weight for a while unless you're a midget
