Also go back and read the original phoenix saga. There is no mention of Phoenix being a cosmic force possessing a host body at all. It was just Jean Grey's own mutant ability amplified by some intentionally unexplained reason. Claremont has never confirmed what his plan was. All that happened was Jean Grey died and came back to life super powerful. But no explanation was given until Kurt Busiek came up with his own theory.
