There are way too many conservative Sherriffs and heads of local government that will flat out not enforce or participate in a confiscation program. The problem is that people want to make it harder for anyone to get a gun (which is fine with me, you shouldn't be able to buy one at 7-11 for $0.99) but when someone, like the Vegas shooter, passes all his background checks legitimately, what's the next step?
The answer to that is to outright ban guns, which is bullshit and while I am sure the overall number of shootings would go down simply due to there being less guns, criminals will still have them. It would be harder for trench coat wearing virgins to get their hands on them though.
As far as pistol vs rifle, I know there are some high capacity pistol mags but I personally own a bunch of 30 round mags for an AR. Having said that, in a really tight CQ situation, a pistol is better anyway just for moving around.
