Tokyo is the closest thing Japan has to a melting pot, so the that city is going to have at least some form of enrichment. I just can't imagine this being par for the course any time soon.

Japan is not highly xenophobic in some parts (mostly in the countryside), the cities are mostly liberal and accept people from all over. There's been a steady foreign population growth. Last time I was stationed in Japan there were a lot of Indians, Chinese, other Asians. In Okinawa, there's clubs for blacks and japs to meet etc.

My impression from being in the big cities for a short time is that the foreign community generally lives and congregates within a very limited number of neighborhoods in the city. In other neighborhoods in the outskirts of Tokyo or anyone else, there are virtually no foreigners. It's no where near as bad as Britain, where foreigners live all over the place in the cities. They're mainly concentrated in a small area in Japan, like I said here: The Japanese know what they're doing. Which is why I find this article so jarring and unexpected: are Japanese youth being raised like this?

After years of living there, there are only two small sections of the city where I saw any foreigners on a regular basis.
The first was the Nanba/Shinsaibashi area, which is basically the Osaka equivalent of Shinjuku. 'Nuff said.
The second were some of the industrial portside areas, mainly Suminoe and Sakai. I only ever saw other Asians there, such as Filipinos, Koreans, and Vietnamese. They were loud and obnoxious, but otherwise were harmless.
Of course, foreigners were found in greater concentrations in neighboring Kobe and Kyoto, but that doesn't count.
Osaka is just about the best and most non-degenerate first-world city on the planet.
