It looks like they're both using cookies and logging IP's. I tried a VPN and it still wouldn't let me vote again until I cleared cookies.
If you want to vote multiple times, get a VPN (betternet is a free extension for chrome) and clear your cookies.
Should be able to vote repeatedly then.
