Wanting to legalize drugs is not degenerate. Using drugs is degenerate. Know the difference. Cause guess what? Drugs get used either way. People will get high off of laxatives if they have to. People will deprive themselves of oxygen to get high. Degeneracy will never go away, and neither will homosexuality. It's not encouraged if it has a special tax added on, in fact it's discouraged. Legalization is not the same as encouragement. I contest the notion that people will become outstanding citizens because they couldn't find any easy to access to drugs and gave up looking. As far as I know there's no study or precedent indicating that to be the case.

I would argue that imprisoning people for victimless crimes and feeding the prison industrial complex is a worse offender of what you described. Yes, addicts will buy it, but it will be easier to find those addicts and get them help, especially when they aren't worried about the law.
