Difficult one desu. I like continuity over massive spending, and I also like seeing players that seemingly actually care for the club like Azpi and Willian. That being said Costa can be really fucking frustrating to watch from time to time so I don't really know. I think I speak for most Chelsea fans when I say I'm glad to see him stay but wouldn't mind him being swapped for someone a bit more reliable.
