It implies it heavily. "Fleet battles can occur" implies that it's a noteworthy extra, on top of the primary use of fleets.

Besides, everybody knows what fleets are for, it shouldn't need to be stated.

They are necessary for landing invasions, but non-player fleets simply serve so that they can be taken over by a player once that non-player nation is taken over.
