NFC North is usually a pretty competitive division though

The problem with AFC East is that you know the Patriots will win the division 100% of the time so if you're a fan of one of the other teams all you can hope for is a wildcard spot

It's kind of a chicken and egg thing with me. How much better would the other 3 have been with a decent but not as great Colts or ravens team during that time for example? Or has it been more that the pats have benefited from those teams being collectively awful over the last 16 years?

They could definitely compete in the AFC south though. Actually the potential Jacksonville vs Miami rivalry could be good after a few years.
