I think you're confusing phonetics and phonology. And there are distributional variants of different phonemes both in English and Norwegian. There are in most languages, because the Latin alphabet doesn't encompass all the required phones. Still, we rarely introduce new letters, because it would overcomplicate things.
I don't understand why you think Norwegian is so much more "correct" than English. Maybe it's because you grew up with it and never managed to learn English properly. Maybe it's because you're still a little child.
