This. It was one of the most backwards and rural areas of the country. Imagine having to buy fuel while being a poor dumb villager with enough to eat twice a day and suddenly you hear that there's few oil just walking distance from your village.
What would you do?
Poor guys were probably gonna use the fuel to take their families out to Eid shopping and having something fancy to eat.

i remember when back in 2009 the taliban stole two fuel trucks in afghanistan and got stuck in a ditch. At the same time a german colonel ordered an airstrike on the trucks. Of course around a 100 of people (including kids) stood around those trucks trying to score some free fuel and they all got incenerated. That led to a major political affair in germany and even toppled our minister of defense
