Average hours per day = 8h
Average days per month = 24
Subtracting 20 days for holidays and whatnot (this number is smaller sometimes: (24*12-20)*8 = 2144h
Some people work 7h a day, that gives 1876h a year.
Now the fun part. Most companies try to get unpayed overtime work. Some people at my job do an average of 10h or 11h, giving them 2680h a year (for 10h).
People that only work part-time do on average 1072h a year, which drives the average down.
I think the statistic is lower than the true number for Portugal.
For Germany, that value tells us that, if they work 7h a day, they only work 16 days a month (without vacation). That's retardedly low.
Of course, this high number and overtime also stems from retarded employees.

Well that sucks. I worked for one company that tried to transition me to salary and I refused and left because it was actually going to be less money because of how many hours I work.
Now I work for a company and do about 9.5 hours on the clock a day and get 7.5 hours of time and a half a week. They don't complain because I'm the only competent person though.

Yes at a federal level and some states have even more overtime rules. Federal is anything over 40 a week must be 1.5x the normal pay per hour.
