Cuba isn't that bad of a place to live if you're the bottom of society. You have to be pretty successful to have incentive to leave there for America. Also they have 90 miles of ocean making it a lot harder for them to get here.

Second generation Cuban American from Miami, FL here. There's talk now of people trying to repeal the Cuban Adjustment Act and the other programs for Cuban immigrants since it's not needed anymore.
There are also many Cubans in Miami that agree that it needs to go.
I'm not saying they should get to stay. I'm saying there are less of them coming because they have a significant physical obstacle.
