I am also aware of this phenomenon. It seems that indians mass produce shitty 3d animated "nursery rhymes", most of the comments seem to be nonsensical which leads me to believe a majority of the views are bots.
However, there is also a phenomenon where parents give their babies an ipad and sit them in front of it, playing youtube videos, so that may also explain the number of views.

Because a lot of infants become addicted to these videos and want to routinely watch them. Parents know they're harmless and it gives them a break, so they're more than happy to play them. It's really no different than watching your favorite handful of cartoons on VHS growing up. I had like 4 or 5 that I watched a million times.
