Driving offences are given penalty points depending on how severe said offences are. From what we've seen, most crashing offences are given 3 points. If you get 12 in a year, you cop a race ban.

People changing the head rest are normally used in a tyre change, they were hoping to be ahead of vettel or at least minimise the gap between cars. A tyre change would have ended any hope of that, Also the tyres were still new from the red flag I think.
